96' Clutch

so the 96 ti im interested in aparently has a high friction point on the clutch.
Is that normal on the 96'?
Or is it bad..... (clutch is aging or failing....)?

and i also need to know what it takes to pass maryland emmissions, because its 10 years old, i dont know the last time it was inspected/ and or what it needs to pass
