What's interesting is watching the rear wheels. The strobing effect of the wheel pattern makes the wheel look like it's turning counterclockwise, then clockwise. I was trying to see if he had a LSD.

Strobing is actually more an effect of framerate of the camera.

It looks like hell but it has to be the fastest Ti I have ever seen.

Is that an M3 motor with 3-two barrel carburetors?

The power band sounds almost like a large two stroke dirt bike

NOooo!!....that is what the S50/52 European version looks like. It uses Individual throtle bodies; in this case instead of an air collector/plenum they're using air horns for each individual throtle bodies.
Just like the original M3 S14 engine.......

Would you know off hand what an engine like that is putting out? HP or Torque

The Euro S50/52 were putting out around 300hp. That rally engine has to be more than that. Although, the typical FIA rally engines output round 300-400hp.
Like the ones in the Mitsubihi EVO, Subaru WRX, Ford Focus, Peugeot 306 engines, which are Turbos.
