Does anyone know what this is? I understand that it has an obvious name, but is this a necessary thing to change? Where do they go?

There is no breather filter, but there is a crankcase breather valve at the back of the intake near the firewall that can go bad and cause a vacuum leak or a squealing noise.

It bolts to the top of part 12.

I saw that advance auto sells a breather filter for the ti, just wondering what this was. Is the valve a maintainance item, or is it a replace when broken type of part?

NO SUCH THING. No BMW built that I have worked on or can think of has a crankcase breather filter, from 60s 2002s to 06 760Li.

they didn't have a picture, they just had the part.

Does anyone know how to tell if that crankcase vent valve has gone bad (#16)?

You tell if they're bad with just a visual inspection. My crankcase vent valve pretty much crumbled into pieces (the inside) when I removed it and looked at it. Stop valve is bad if it looks at all rusty inside-where the valve is..
