The BMW TIS file references don't seem to download into anything useful- How does one decipher them please ?

How do I get access to the BMW TIS documents? Is there a secret to opening these documents or is it just the I am not yet worthy of access to the knowledge? I am okay with that if that is the case, I just want to know so I can set about to better myself and eventually become "WORTHY" of access to the sacred knowledge. I humbly await a response.
