Just throwing this out there, but, if you build a cold air intake and you DO NOT PHYSICALLY MOVE THE MAF OR VAM then a smog facility shouldn't fail you on the visual inspection. So, as long as your MAF or VAM is not physically moved, and your NoX doesn't go up due to a possible lean condition caused by the intake, then you should be fine for emissions. I will obtain a copy, and post it here, of the actual language used in the state emissions regulations that allows for this loophole to exist.
