So I just got a 95 TI and have been working on getting it going. I have an idle issue and have replaced the O2 sensor, the injector tree/hoses, I cleaned the ICV and replaced the hoses, I checked the Intake Boot and it is free of cracks. However, I did notice I have a broken vacuum hose, but cannot seem to track down where it goes. My idle seems like it sticks...meaning it will start up and go to about 800 but if I rev the engine or come to a stop it will stay at about 1500 for a while then come down to 800...

The hose goes from here

Down to this valve...the that valve has a broken hose attached..

Your car looks a little different than mine in this area, and my car is a 95, too.
But the line you pointed out in the first picture goes to a valve which is mounted on the driver side shock tower. The line comes out of that valve goes to the charcoal canister.

The diagram looks like this on RealOEM:

But on the car, it looks like this:

By the way, the build date on my car is 10/95, so some things my be a little different than yours.

Its not different, his canister is just moved to the side. The nipple is likely broken off the canister, causing a major leak in the system. If it has broken off, just take that black hose from the sensor and route it straight to the blue like that goes back to the gas tank, or try to fix your canister/replace it.

Just to piggy back this. When I got my car the canister had a big gash in it and there wasnt any hose attached to the nipple on top. Where does that vacuum hose on the top nipple go to?
