my door panel keeps coming off it appears that some of the white plugs are missing can you order these? It doesn't look like they're removable.

I'd call the dealer and see what they say, or check bavauto.com

There are plastic mounting tabs that adhere to the panel. There is a small white rubber thing that is placed in the holes of the door. Sometimes the mounting tabs come loose and have to be glued back.

A couple links that might help you.

I think those rubber things are in figure 11 (http://www.realoem.com/bmw/showparts.do?model=CG71&mospid=47455&prod=19980500&btnr=51_2762&hg=51&fg=20).
Part number 51-13-1-960-127
The plastic part what is called a clamp is figure 2 (http://www.realoem.com/bmw/showparts.do?model=CG71&mospid=47455&prod=19980500&btnr=51_2167&hg=51&fg=50).
