IACV Question

If the Idle control valve is unplugged with the engine running, should the engine continue holding idle? Ive been having a surge problem for about a year now. I know for sure its the IACV, but not sure if its the unit or the wiring. I unplugged the IACV today while the engine was on, and it held idle. I even manually actuated the throttle a few times and the engine still held idle. Not sure if this is normal or not. I would think the car should stall without a unit to maintain idle.
