The wheel is a 99 but fits for sure 95 to 99. My car is a 95 and I had it on.

No, it is a 99 wheel, slip ring and airbag. I had this setup in my 95 ti.

The e36 had a 2 stage air bag in the 99 cars.
Also after 95 the clock spring changed.

So it looks like it I'd a 99 wheel, air-bag and horn, but with a 1995 slip-ring.

Unless the E36 was built after 3/99, it would be a single stage air bag. That was when BMW introduced the Dual Stage airbags.

The one OP has pictured is 100% single stage. Dual stage slip rings are not screwed onto the back of the steering wheel the are screwed onto the top of the steering column with the control like wipers and lights stalks attached directly to the slip ring.

Production of the E36 continued into 1999, so there might be some late models that got the dual stage systems.

Well, what I was referring to was that 95 and older cars had the old style slip ring (Link) and the 96 or OBD2 have a different ring (Link)
