Disa Valve Bench Test

Ok guys...i could use a little help.

I would like to bench test my disa valve. I have googled the heck out of this subject but i am not sure if i am missing something.

When I manually close the flapper and put my finger over the hole on the bottom of the valve, the flapper only opens up again slightly (maybe 50 percent) and then holds steady.

When i apply vacuum to the hole on the bottom of the valve, the flapper closes completely and stays closed.

When I apply 12v to the electrical connector, i can hear and feel the solenoid actuate.

So i applied vacuum to the hole on the bottom of the valve, this shuts the flapper...then i applied 12v to solenoid, but it did not allow the flapper to open up. is this normal?

I am also very unsure about what the two rubber lines on the outside of he valve do...when i apply vacuum to the longer of the two rubber lines, the flapper closes...i have no idea what the short one does.

Is there anyway to tell the position of the flapper while this is installed???

I really do not want to just throw parts at this (and i really don't want to shell out 200 bucks!)

Thanks in advance
