Part Missing from Rear of 318ti

Hi!

I'm looking at buying this 318ti. I'm fairly handy and am confident I can do all maintenance myself. Carfax checks out just fine; single-owner, no reported accidents or damage, however...

As you can see by the picture above, there is a part missing. I'd like to replace it for obvious cosmetic reasons. Any idea why this part might be missing? I'm not sure what it's called and therefore am not fully aware of its purpose.

looks like it's been rear ended, or backed hard into something. bumper looks off, check from under or have it checked.

Yeah. Bumper is sagging on the left side.
They rarely are even all the way across, but that's pretty noticeable.
