Troubleshooting Fuel Pump/Regulator

I've got a fuel delivery problem, typical crank, no start.

I've bench tested the pump relay, it's good. When I jumper the terminals in the relay box, I can hear the pump running and apparently, fuel circulating in the rail. But when I depress the Schrader valve, nothing, a few drops.

So, I'm guessing weak pump or bad regulator? Any wisdom on troubleshooting to differentiate?

ps - regulator resides on the fuel rail on this year
