3-button Alarm Programming

I've scoured forums all day for this answer and I found it, but it didn't work. I have a '95 with the alarm installed from the factory. Getting to the box was a bit of a pain since it's behind the glove box, behind a metal dash brace that requires a uniquely short phillips-head screw driver.

Anyways... I've sourced myself a 3-button keyless entry fob and opened it up and got the chip out.

From what I understand, this is the programming process:
1. Remove false door on back of alarm module
2. Insert ROM chip from remote into slot of module
3. Turn ignition to ON (Position 2)
4. Push and hold black reset button for 10 seconds
5. Anti-theft light in center console will start flashing confirming ROM has been read and accepted (This is where I don't get the confirmation flash but it did flash twice at one point which I figured was the confirmation flash)
6. Insert ROM chip back into fob and test.

I've got it as far as INTERMITTENTLY locking and unlocking with the fob, however when it does lock remotely, the light doesn't flash in the center console. 3/4 times it does not lock/unlock. If I push and hold on the panic button it does sound the alarm. Thoughts?
