What causes sagging of suspension?

I'm getting some sagging in the rear suspension of my TI.

It looks a bit lower than it use to. I was under the impression that it was the springs that control the resting height and the shocks...

My rears seem to be doing ok for now, so I was thinking of just leaving them be. Perhaps ill swap them out when the shocks get softer.

Yep. i released it and the hub spins freely.. so I'm guessing I dont need to back out the screw (or whatever you do by lining the holes up 65 degrees as mentioned in the haynes manual).
