Start with the simple stuff. With the gas gauge jumping all around, I'd think I'd start with the battery or a bad ground. No cranking with a click says low / bad battery to me.

That seems very low, even for winter conditions. I've never gotten below 24 mpg on a tank. As others have suggested, I'd start with the usual tune-up / Inspection I/II items.
