You're not trying to stop just the rotor ... you're trying to stop the car. If you wanted to move the car by turning the wheels/tires by hand ... would you push/pull from the outer wheel/tire area...

That's interesting .... the equations and figuring brake bias is pretty befuddling to me so I won't pretend to understand it ... but I know it can be a factor and will decrease braking performance...

I don't think you would want to run the same setup in front and rear ... brake bias and all. If you can only run 300mm in front because of 15" wheels then I would run something smaller in the rear.
