With AC high speed should work, double check please.
If low speed doesn't work there might be a few problems.
1. And most common - low speed resistor is gone. Easy and cheap fix:
http://www.318ti.org/forum/showthread.php?t=40133 2. Thermoswitch migh be gone. Easy and not expensive to replace.
3. Check low and HIGH speed fuses and relays. It was reported that when high speed relay is gone, low speed wont work. I doubt that this is your case since you have high speed by jumpering the plug.
