This car is not legal even though it might be "legally registered and titled" in oregon. I will guarantee you he does not have all the paperwork from customs to make this car federally legal. It is also not here on show and display because in order to do that it needs to be on this list

Basically you could buy this car and title it in whatever state you want since it has an oregon title but you will always be looking over your shoulder because if for some reason customs decides it wants to come for your car they will take it and crush it(no they will not allow you to export it back out of the country)
