Garrett is a turbo manufacturer. I have no idea about their chips (maybe another garrett?), but have worked with Garrett turbos for diesel applications (enhanced performance through clearance reducing abradable coatings on the compressor as well as catalyically active coatings on the turbine).
200 hp does not sound unreasonable. Not sure what boost you need, but don't expect much above 200 from the 1.9
Don't buy that kit unless you know how to make it work properly.
