I'm positive that the dealer is just trying to take my money since I was able to get the cylinder from another one in the area, which is why I ordered all of the other ignition parts online (at a much lower price). I will avoid going to the dealer for anything whatsoever in the future after this incident, and have written a complaint to bmw na.
If the car ends up having EWS issues and I have to work to bypass it I'll let you know the details..
