The cluster has obviously been changed, so the true mileage is unknown.

The cluster and ECU both 'remember' the mileage, and the higher mileage usually prevails when either is changed. Depending on what kind of tuning was done on that ECU it's anybody's guess...

I don't trust the mileage; which is not to say the car is not still a good deal, but at 15K without meeting reserve, I'd want a VERY good look at it...

The OBD-I into OBD-II car swaps are starting to bite people in the a$$ now... Unless your state does not check emissions, you will never sell an improperly swapped car outside of your 'no emissions testing' state, unless to race only...
