Default Brake pedal shakes in snow...what it can be?

When I drive in dry condition I have never face this problem.
Yesterday coming from work (snowing in CT) I step the brake pedal all the way down the ramp in LOW speed. I felt the brake pedal SHAKE and a weird noise comming from under the front wheels.
After driving my car at 20 mph I brake many times everything ok. When I step the brakes all the way down again I felt the same shaking, rumbling feeling in the brake pedal. When I push the brake a little I didnt feel anything.
Today ( nice and sunny) I drove my baby again step in the brakes nothing wrong.
What issue I am dealing with?
