The thermostat or water pump will by no means keep the car from starting. You say that 3 of the spark plugs are flooded? Do they smell strongly of gas or can you see pools of gas in the cylinders? You can crank the engine with the plugs removed, this should blow anything out of the cylinder holes. Now if those holes are full of water(coolant) then you have big problems. As for the ECU compartment flooding after a wash or storm, that's a pretty rare scenario and usually dries out and returns to normal within a day.
