Default Axle Question...

Recently, while driving my ti I noticed that driving past anything that can reflect sound I hear this metal on metal sound as if the brakes are rubbing on the rotor. Now, I have taken the pads out and moved the hub by hand with the wheel off and it still makes that same sound. Is this a precursor to a bad axle? It only happens on the passenger side. Thank you.

My first thought is wheel bearings if the hub isn't solid.

Rear?
Handbrake shoes?

The disk backing plates can corrode and the shoe retaining clips then drop out
