Beginning in 1996 all cars are OBD-II with a flash ROM.
Prior to 1996 there is a removable chip.
Not to say a flash ROM is not also a chip. __________________ ...steven

I heard that too - OBD2 supports over-the-wire firmware updates with no need to open the case.
The older socketed EEPROM chips had to be removable for programming - the DME couldn't support that function. The newer DME can handle it.
From your pictures, I'd guess the smaller chip (with the two rows of pins) is the programmable flash ROM and the larger chip next to the CPU (also with two rows of pins) is operating RAM. It is possible to desolder the flash ROM, burn it and reinstall.

OBD 2 can be flashed/upgraded with the DME in the car. Voltage must be correct when writing to the DME or it will lock up. When I do flashes I use a bench flasher because it's the safest way. cheers | | | | |
