Default Hesitation and performance loss when ambient temp above 20C

I recently bought a 1995 318ti with 172,000 km on it for $1000. It's a fun car to drive as long as the ambient temperature is lower than about 20C.

In higher ambient temperatures it feels slightly under powered and intermittently hesitates. This hesitation occurs at just about any speed/RPM.

The coolant temp gauge never rises past the 12 o'clock position and is often just slightly below.

This performance difference manifests itself right from a cold start, all the way through reaching full operating temperature.

Has anybody else experienced this? Any suggestions about where to start troubleshooting?
