Default Secondary Air Pump

Is it possible not to have one of these? I have been looking and unless its directly underneath the air box out of view, I don't know where else it could be. I have read that its supposed to be under the hose leading into the intake, but the only thing under it is the alternator. I'm still having issues under the hood, and the crankcase vent valve doesn't seem to ever shut up, its always hissing, and the car still will not start on the first try (when engine is cold). Does anyone know EXACTLY where the pancake shaped air pump is?

I also noticed that after the first crank (when its cold, the car will try to turn on but will sputter out without fail), the ICV makes a whirring noise. Is this normal? The key was left in the on position after it sputtered out. Not sure if its trying to keep the car idling or if the ICV has gone bad. Does anyone have any ideas?
