There should be zero play left to right and top to bottom. Have the tires inspected to make sure they are still safe to use. If those rips are just at the surface and not deep into the tire, have them flipped on the rim so that the meaty part of the tire is now the inside of the tire as long as the tire is not a directional or specifically labelled inside/outside. Rotate/balance and go on your way. If they are directional/inside/outside labelled, you may just have to replace them once the suspension is fixed. Control arm bushings can mess with toe also, and wear quickly. I'd say those tires are done.
