as far as I know this is only a little lamp in your odometer... maybe a previous owner removed that lamp?

There is usually a switch to the left of the steering wheel Kitty. I think he was looking for it and it wasn't there. Is that right Pauly?

That thread perfectly describes my car too. I just figured someone deleted the secondary throttle at some point. The traction control on my car still has some function (the braking part I believe), it activated once on a dirt road. Definitely felt it doing something and the light came on. Still has the switch on the left of the dash.
