Default Windshield Wiper Touble

I need some help because recently, now that it has gotten cold enough where i am, my windshield wipers are not functioning properly. It seems to be only when its cold, but they move extremely slowly and when they come back down i can hear a clicking sound coming from the passenger side that i can't figure out. I am thinking that the gear connected to the wiper is slipping or something like that but haven't been able to find the problem. If anyone has some advice or has had the problem before i would really appreciate some advice and help. It may also help if anyone has ever had to remove their wipers or change their wiper motor. Thanks.

p.s. Its a '99 TI automatic is that helps any.
