Fixed.
Note to self: Don't work in the dark.
Took everything apart again and reassembled.
One problem I saw was the hose going into the ICV may become loose because I cut my own hoses to the fuel injectors and the tree is not at the correct angle.
I used a wire tie to keep it fastened.
Idle at around 800 but moving up and down slightly.
Went for a ride and within 5 minutes idle is at 1300. Now it's around 800.
Next top off the gas and check my mpg. Last time I checked I was at 20 mpg.
