Default Air Conditioning electricals

I'm wondering if anyone is experiencing this.
Tried to recharge AC, but not taking the gas.
Noticed that the clicking sound of the compressor isn't there.
Fuse 39 burnt out, replaced it a few times and it keeps burning it out like there's a short somewhere.
Tried replacing the relays as well, but no change.

Hope someone can help.
