Usually 50,000 before you have to. Short ram is generally suggested if you expect driving over puddles of water. With a CAI, you risk hydrolocking the engine, causing you to replace the engine. It will change the sound of the car when you step on the gas. It does improve mpg, but nothing significant. If you go with a SRI, remember to leave the intake tubing that goes around the radiator.
