Default Smog test fail - working out a new setup

Since I got this beast I have been passing smog tests from the "I know a guy" route. I was in Cali at the time and didn't want to dump a bunch of money on an exhaust/cat.

The car seems to be running rich with the exhaust smelling pretty gassy. Runs pretty well, has some bog down here and there, but otherwise still fun to drive I have a stage 1 Midnight tune chip and fogged the airbox - I'm thinking I might just put the factory pieces back in the airbox

So now I'm in New Orleans and regs are pretty much non existent - YEAH!
I've got a 95 OBD1 and still don't want to dump a bunch of cash on a Stromung, but still want to fix the problem. I was looking at the Magnaflow 14815 or 12148, and the flowmaster delta. I like a throaty sound but don't want it to be too loud and annoying. The videos don't seem to help me decide.

So then there's the issue of a new cat - I've seen some people delete it. Pro's Cons? Basically I'd only do it for cost savings - I'm a cheap bastard.

Should I be looking at a whole new setup? - I found a factory used cat with the headers for $100 - should I just go stock?

I can wrench, but have zero clue on upgrades - I can diagnose and follow the manual to fix stuff, but that as far as it goes - I have no idea what I'm doing

CEL? If so do the stomp test and post the error codes. Check that the ambient temperature sensor is plugged in.

Just changed out my coolant temp sensor (the one under the manifold) - code 1223. Other than that no codes It was throwing a bunch of codes after I seafoamed, but those have gone away. I looked up the ambient temperature sensor and a few popped up - which one are you referring to? The one under the front bumper?
