Default Whistling/Whirring Sound at Throttle Body

I have a whistling/whirring sound at the throttle body under light throttle. I took off the throttle body today and cleaned it all up and it still does it. It makes the sound when you have light pressure on the throttle, when you first press it to accelerate and then when you're holding light pressure on it to maintain a particular speed. It's not excessively loud, just kind of annoying. It doesn't seem to do it as much once you've been driving a while.

Anyone have any suggestions on what else to do? Thanks.
