The most i would've done is take an air compressor and blow the air through it to remove any dirt. Is the cone filter covered with a sponge like sock? If it is i would've just bought a new sock cause that would keep most of the dirt out. I don't have a cone filter but have a k&n drop in filter and it says to clean it after a year or two and then put the oil on.
