Default Brake Light Bulbs

I got pulled over this weekend for allegedly having a brake light out on the passenger side. No fine was issued, but the guy wanted to ask all sorts of questions about drinking, drugs in the car, etc...
Anyway, it turns out all my brake lights appear to be working so I don't know what that was all about. But, I did discover upon removing the panels holding all of the bulbs that there seemed to be an empty socket on both sides. The empty socket was in the same location on both sides.
I have a '98ti with the sport package. Anyone have any idea how many bulbs are supposed to be on those panels? Are all of the sockets supposed to be filled? And if so, how do I know what kind of bulb to put in those two empty sockets without having an old bulb for reference?

Mine was the same way until the other day when i stuck some bulbs in there....the same as in the other brake light socket, and it worked. I guess you dont need to have it in there, but i think it looks nicer with two bulbs per housing.

The extra socket is for a fog light.
Many of us have doubled up the brakelights using the extra socket.

If I don't currently have fog lights, these are just dead sockets without the mods you linked me to?

Nothing to do whether you have fogs or not.
US spec cars do not have rear fog lights.
The two sockets are not wired to anything.
