Default Hesitation at low revs and oil use?

Hi everyone.

Had a search round and cant really find a thread with the exact same problem so see what you guys think.

Firstly: the car has developed a low rev hesitation. When the car comes up to temperature, as i accelerate there is very little power below 2k revs. When the needle hits 2k the car lurches forward and then accelerates as per normal. I do have a crack on my intake pipe which i will be replacing but for now its been sealed with silicon and duct tape. This hasnt cured the problem.
The car has no idle issues whatsoever. It idles very well.

I can hear a whistling noise when i apply the throttle and it does appear to be coming from the intake manifold.

Secondly: I've noticed the car has started to lose oil, around 3/4 of a litre every 1000 miles. The car has never used oil in the past ever! Oil change to Oil change it never moves as i check it regularly. Could it be connected?

I've tried the oil cap suction test, there is a small amount of suction but nothing major and the car starts to run poor on idle when its removed which i interpret to be normal.

Im leaning towards vacuum leak, however i see it strange that it only happens once its warm, which kind of sends me down the electrical route? Also is it connected to the oil loss. Took the plug leads off and there is no sign of oil in the plug holes, all looks pretty clean.

My car is a M44 engine 1996 at 91k miles.

If the CCV system is not healthy its really common for them to suck oil. I'd start with all the hoses that vent the crankcase, vacume, disa etc.
