Angry Blankety-blank spare tire!

OK, how do I put the spare tire back onto the car (1996 318ti)? I tried letting air out of it but I still cannot pull it up far enough to get both sides of the clip to engage (Left side will lock in but right side will bot). It does not appear to be hanging up on anything, air valve is in tre right spot, so what am I missing? Argh!

There are two little pegs on the tire holder that have to fit into the holes in the spare wheel. Other than that it should be fairly easy to pull it up with the handle and have the clip snap in.
