The power steering on my 95 ti seems to stop working for a few minutes then goes back to normal. Then a few days ago when it stop working for over a day then sudenly started to work again. There is always a weird creaking sound that sounds like it is coming from the steering column before the power steering fails. Check the level of it the reservoir is below the airbox to the left. You have to remove the top part of the airbox to get at it. By removing i mean just undo the four clips that hold it down and move to the side. I jsut bought a new resevoir and hose (hose from resevoir->steering pump) and 2 qts of fluid for less than $30. Flushed the system and runs much smoother now.
