UK sucks and would get pulled over every 5 mins if I ran without a plate. Also got a pair of SlotMag wheels from a friend for £25! The laws are different in every state haha. Most people here disregard it until they get a few tickets for missing a front plate and then they get a removable mount. Some states here are strict (such as california) and others are lenient. I know that by me (Wisconsin) inspection is based on what county you register your car in or the age of the car. No car older than 95 goes through inspection.
