are phase linear speakers any good?

was thinking of getting some phase linear speakers for the kick panels on a 95 ti stock sterio.

I know the head is crappy, so would crappy speakers be the way to go? since good ones won't sound any better?

Phase Linear products are generally very good, but as you say you wont be able to fully appreciate them with poor quality headunit. Thats not to say that they wont sound much better than bad speakers, but that you wont be able to get the best from them.
