After some research, I found out from a buddy who is an exec at Ford, special codes are available for internally ordered cars for management that flag a car for tighter production tolerances (panel gap, extra clear coat etc). These cars do not have to be PDIed by a dealer prior to delivery as it is all prepped in advance from the production line.
