Default Exterior or interior? - air infiltration

I only found one previous posting concerning this issue. The respondent "ti freak" said that air infiltration coming from underneath the dash could be caused by grommets in the firewall. Has anyone else faced this situation or am I facing a repair that can only be done at a service shop? I travel south to Florida every Christmas and I'm beginning to get tired of my legs becoming icicles.

Does heat blow out of your vents if you turn the heater on?

Yes my heater does give heat. In fact, I cannot use the heater because the windshield will fog up. SO, I am forced to place the air conditioning on low to combat the fogging, HOWEVER, even when I am not using the climate control, there is leakage from behind the pedals. (I always choose the upper vents for distributing temperature controlled air)

Last time I traveled, I placed a triple coating of rain-X on the interior of the windshield so that I did not have to use the climate control. I can tolerate cold, but my legs are becoming more intolerant of the outside air seepage.
