HELP car doesnt turn on

It doesnt want to crank, dash lights turn on but sounds like something is triping it out the power to the starter or something. I could only get it to crank and turn on with a batterie booster and then when its on it surges rpm's move up and down. The batterie got tested and its not it and I also checked all the fuses and dont know how to check relay, just had this problem today when tried to get home and wouldnt crank and when the key is off the passenger window motor moves on its own. I had never had any problems with this car untill today.

I tried to unplug and plug the batt cables to see if it'll fix anything or reset any of the electronics but nothin happend, still wont turn on.


Has anybody ever had this problem or can direct me to a tread that touches on a similar subject like this. I hope all my descriptions were details and comprehensive.
