Default Voltage Regulator location

Does anybody know where the voltage regulator is at.

Does a bad altenator cause the car not to start if the batterie is good.

What other things can cause a car not to turn over, when starter is good.

Checked basic stuff like fuses and batterie it only turns over with a batt booster.

Anyone else had this problem before? Thanks
