Wanted 1999 MTec in New England. Must be a standard transmission.

The good news is that all 1999s are sports.
The bad news is that there weren't many made.

Only difference between 1998 sport and 1999 is the steering wheel AFAIK.

Yes all 1999 were MTECs, they did have a different steering wheel, the front brakes were also upgraded to 325 brakes.

99's also have side air bags.

Everything stated is correct, 99's (all 656 of them) were sports, came with the 3 spoke M3 steering wheel, vented front brakes from the 325, and side airbags

Vented front brakes began 4/98.
I believe side airbags also started sometime in 1998.

Swapping solid for vented is an issue DIY job.

Correct. Side airbags were optional on 1998 ti's and became standard equipment in the 1999 model year.

I think its the "rarest" 3er in terms of year and model ever produced, I don't think there were any less than 656 19xx 3xx-xx ever sold in the U.S. but I could be mistaken. Its a point I like to make to my neighbor, another BMW aficionado, who likes the exclusivity of his 1M Coupe (800 sold) and who I was more than happy to inform that my car was more "exclusive" than his. Albeit I'd swap cars with him in a heartbeat, that thing is sick.
