Did all the 318ti's come with key fobs? And if so what were they capable of controlling?

No they were optional equipment. Can be added easily though if yours doesn't have one.

Yes, they are available on ebay I have one too but won't be back for at least a week. I'm in Turkey.

Can you guys fill me in on what would be a decent price for one and can two be programmed to the same car at the same time...in case you lose the first one type thing?
