Default What is this?(fog light area)

This may have been asked before. I searched and couldnt find info, or know what to search to find the info..

I had to remove my passenger side wheel guard because it was shreddded by previous owner neglect....Then I saw this just hanging.. it has cover on top of it , and it looks liek I can remove it . What is its function? I have fogs already (95 Clubsport)

it should be in the brake air ducts, of course if your fender liners got shredded the ducts are probably long gone
