Default Thermostat housing gasket

Hi all - I am replacing my thermostat since it seemed to be stuck open. But after removing, I found that it was in the incorrect orientation, maybe causing the problem in the first place. Anyway, I also got a new OEM housing gasket, and I am wondering which way it should face - one side has some sort of gasket maker already applied - see attached photos. My plan is to face the side with the line of gasket maker towards the engine block, then add Permatex RTV sealant to the housing and mate the brown side of the gasket to the sealant/housing. Is that correct? Thank you all in advance for the advice!!
